Lack of time for key players translates to the execution force getting the short end of the stick.
What’s needed: to institutionalize simultaneous collaborative planning as doctrine for CAP and refine the focus to include the JTF level of action
JOPES, Joint Doctrine don’t yet acknowledge the true interactions of CAP at the operational level (the JTF, his components, the interagency, and other partners)
