- WEU with little logistic structure but close links to NATO.
- UN with limited logistic structures and capability.
- PfP nations with logistic structures and capability converging towards the NATO model.
- OSCE whose election efforts are likely to call on the NATO logistics capabilities.
- Nations who are not members of these organizations.
- All or some of the above organizations.
